Big Four preserve right to pursue £200m+ compensation from Man City after guilty verdict

Arsenal, Manchester United, Liverpool and Tottenham Hotspur have reportedly preserved their right to pursue compensation claims against Manchester City that could collectively be worth more than £200 million, following the independent commission’s verdict that City breached Premier League financial rules.

The verdict that changed everything
The story sits downstream of a genuinely seismic development: an independent commission has found Manchester City guilty on 114 of their 115 charges relating to breaches of Premier League financial regulations — a case that’s been running since the club was first charged back in February 2023. City are expected to exhaust every avenue of appeal, but the scale of the finding has immediately reopened the question of compensation for clubs who may have lost out competitively and financially during the period in question.

How Section W works
According to The Independent, the four clubs took steps under Section W of the Premier League’s competition rules to protect their potential claims over lost earnings. This isn’t a new development in itself — legal notices reserving that right were originally lodged as far back as November 2024, reportedly to beat a six-year statute of limitations that could be traced to 2018, when allegations against City first became public. What’s changed now is that the guilty verdict makes that reserved right suddenly very real. Sources say Arsenal were the first to formally preserve their claim, with Spurs, Liverpool and United following.

What “more than £200m” actually means
Sources with knowledge of the process say a successful claim could be worth over £200m to some of the claimant clubs individually — not £200m split four ways. Any actual legal action, though, can only proceed once City’s appeals process has fully run its course, which could take considerable time given the club’s stated intention to fight the ruling.

The case for compensation
The argument each club could make centers on lost sporting and financial opportunities during City’s period of alleged rule-breaking, roughly 2009 to 2018. United missed out on the Premier League title in 2011-12 and 2017-18, finishing runners-up both times. Liverpool finished just two points behind City in the title race in 2013-14. City, meanwhile, qualified for the Champions League in every season from 2009-10 through 2017-18 — a run rivals could argue was partly built on breaches of the rules.

Precedent already exists
This isn’t hypothetical. Everton were ordered to pay Burnley £35m in compensation earlier this year after it was found that Everton’s own financial rule breaches contributed to Burnley’s relegation — a case widely cited as the legal template for how a City-related claim might work in practice.

Where it stands
City’s position, per their own statement, remains consistent with what they said back in February 2023 — effectively maintaining their denial. Other clubs beyond the initial four are reportedly seeking legal advice of their own to assess whether they might have grounds for a claim too, meaning this list of four could conceivably grow as the case moves toward its conclusion.
